Requirements:

  • Proven work experience as a software engineer with experience in all phases of SDLC
  • Hands on experience in designing interactive applications

  • Excellent knowledge of Relational Databases, SQL etc
  • Experience with test-driven development
  • Ability to document requirements and specifications
  • Familiarity with software development methodology and release processes

Job Description

    • Designation: AFRL/EA Cyber Security Position
    • Department:  Federal
    • Visa Requirement: US Citizen
    • Educational Requirement: Bachelor’s degree (BA or BS)
  • Duties and Responsibilities
    • Is responsible for reviewing AFRL Research, Development, Test and Evaluation (RDT&E) system determination packages that are seeking a determination and categorization approval under RMF. These systems must meet financial and mission requirements in order to obtain an RDT&E Determination Approval. The candidate in this position is responsible for evaluating those submissions, addressing any issues or concerns with the Information System Security Manager (ISSM), Information System Security Officer (ISSO) or Program Manager (PM). Approval recommendations are made to the AFRL Security Control Assessor (SCA).
    • Is responsible for performing C&A Practitioner Duties for AFRL/RC business and RDT&E systems seeking Authorization to Operate. C&A Practitioner duties include working with the Program Manager to obtain system and schedule information, addressing IA controls within eMASS, preparing system artifacts, reviewing and addressing test scans, creating Plan of Actions and Milestones (POA&M) and coordinating and performing annual IA control review per FISMA.
    • Is responsible for performing Agent of the Certifying Authority (ACA) and/or Certifying Authority Representative (CAR) duties. The ACA duties include performing in depth evaluations of IA controls ensuring they meet the validation requirements. Also ensuring scan findings have been mitigated to an acceptable risk level by verifying appropriate implementation of countermeasures are in place. The CAR duties include performing a secondary, higher level review of security authorization packages and providing an assessment for authorization recommendation to the SCA.
    • Works with the Air Force Materiel Command (AFMC) Information Assurance (IA) Office and other agencies and organizations as appropriate to ensure proper coordination of AFRL IA policies and activities. Works in close coordination with a broad range of IA organizations and personnel in order to align with AF policy while supporting the AFRL research mission.
    • Serves as the Subject Matter Expert (SME) on IA policy and implementation. Provide expertise to AFRL Headquarters and its Technology Directorates (TD’s) on all issues relating to IA. Provide advice and assistance in the development and implementation of IA policy within AFRL and for the AF RDT&E Community. Understands and interprets higher headquarters IA policy, and makes recommendations that align with the AF policy.
    • Facilitates & Supports quarterly AFRL Cybersecurity Face to Face Meetings.
    • Participates in bi-weekly Risk Management Framework (RMF) Transition Working Group meetings led by SAF/A6 CIO office.
    • Supports all aspects of cybersecurity including smart phone and tablet security in addition to emerging new technologies.
    • Is responsible for supporting intra-office taskings and processes to include but not limited to SIPRNet maintenance (bring up TACLANE, workstation and printer for weekly patching, safeguard safe, monitor activity/personnel usage of machine), Organization mailbox (address questions, requests, guidance from the field in a professional, timely manner), end of day security checks, recurring reports, etc.
  • Desired Job fit – The following characteristics are relevant to organizational fit characteristics:
    • Ability to work on cybersecurity teams (DoD, AF, AFMC) and interpret higher level policy. Recommends how to apply such policies in the AFRL research environment.
    • Requires excellent customer skills –must be able to apply firm process requirements and balance with discretionary divergent exceptions.
    • Requires ability to work with nationwide AF personnel including AFRL Chief Information Officers, Chief Technology Officers and ISSM’s, therefore excellent organizational and communication skills are essential.
    • Understands DoD, AF, NIST Cybersecurity regulations and adapts to new and changing cybersecurity policies.
    • Advises senior management on the impact of new cyber issues and recommends courses of action.
    • Conducts cybersecurity assessments spanning both IT business systems on AF Non-secure Internet Protocol Network (NIPRNET) and IT RDT&E Systems on DoD Defense Research Engineering Network (DREN).
    • Have knowledge of RMF and be familiar with National Institute of Standards and Technology (NIST) implementation.
